How is OPEC+ contributing to de-carbonization?

Ms Kate Dourian says that the OPEC+ cuts are not permanent, thus, it is hard to label the alliance as a strong contributor to de-carbonization. But since oil and gas production will not stop (at least not in the 2 coming decades), the most efficient solution is to decarbonize them.
Mr. Choeib Boutamine, for his part, questions whether consumers should bear the carbonization responsibility (instead of producers), given that they can either use oil for combustion or in petro-chemistry with less carbon emissions.
